Strategy in Tax Policy - Legislative Means

We live in a world of finite resources.  Appropriations are made every year.  Sometimes there are adjustments up or adjustments down.

Time is never returned.  It is the ultimate finite resource.

Many state tax agencies have dedicated legislative relations teams.  Often times, they number in the single digits.  There is only so much time in each day for each teammate.  These teammates often have late nights during legislative sessions.  Each one of them have limits on their time.

The depth of the team's knowledge is a valuable and finite resource.  Inquiring minds want to know not only the "what" but also the "why" behind a certain statutes or procedures.  Inquiring minds may also be armed with counterfactuals to see if small changes have large impacts.  The legislative relations team needs to be prepared with answers.  And there is a premium on having the answers at hand rather than returning to the experts to verify.
